AUREUS REPUBLIC · COMMUNITY GOVERNANCE

Aureus Charter v1.1

The Charter governs the civic and community relationships of the Digital Republic. Aureus Republic itself is an AI and Web3 technology startup; company operations, infrastructure, security, commercial execution and fixed corporate policies remain under the startup operating authority.

AUTHORITY BOUNDARY

Community governance does not replace company governance.

One verified citizen = one vote applies to civic matters designated to community governance. It does not grant control over product engineering, cybersecurity, credentials, incident response, contracts, commercial operations or the fixed biennial AURX burn policy.

Article I — Purpose

The Digital Republic is the community layer of Aureus Republic. It exists to organize citizen participation, civic relationships, proposals, deliberation, voting, conduct and shared social initiatives around the wider technology ecosystem.

Article II — Core Values

Freedom, honesty, respect, independence, transparency and responsibility.

Article III — Citizenship

Citizenship is reserved for verified holders under the criteria established by Aureus. Citizenship provides civic participation rights; it does not create corporate ownership, shareholder rights or operational authority over the startup.

Article IV — Citizen Rights

Verified citizens may participate in designated community governance, submit proposals, deliberate, vote, access published governance information and participate in recognized community initiatives.

Article V — Citizen Responsibilities

Citizens are expected to act in good faith, respect other participants, avoid manipulation and abuse, protect community security and distinguish civic participation from company operational authority.

Article VI — Civic Voting

One Verified Citizen = One Vote. Token quantity does not increase the civic voting weight of a verified citizen.

Article VII — Scope of Community Governance

Community governance may address civic rules, participation standards, community initiatives, social-impact programs, recognition mechanisms and other matters explicitly designated for community decision.

Article VIII — Startup Operating Authority

Aureus Republic is a technology startup. Product engineering, security, infrastructure, credentials, incident response, legal obligations, contracts, commercial execution, service reliability, release gating and corporate policies remain under the operating authority of the startup.

Article IX — AURX Utility and Treasury Transparency

AURX is the native utility and community-governance layer of the ecosystem. The Treasury is a company and ecosystem reserve used for infrastructure, development, cybersecurity, strategic integrations and long-term execution. Treasury transparency may be published without transferring operational control to community voting.

Article X — Fixed Deflationary Rule

The AURX burn policy is fixed at 2% of the reference total supply every two years. On the 100B reference supply, the scheduled amount is 2,000,000,000 AURX. The fixed burn does not require governance approval.

Article XI — Proposals and Deliberation

Community proposals should identify their objective, civic scope, expected impact and implementation constraints. Proposals outside the community-governance boundary may be discussed but cannot compel the startup to expose security-sensitive or operational systems.

Article XII — Conduct and Dispute Resolution

Community participation should be civil, non-abusive and evidence-based. Disputes should be handled through transparent community procedures where possible, while security and legal incidents remain subject to company response.

Article XIII — Social Impact and Recognition

Aureus may support educational, charitable, humanitarian and community initiatives. Long-term contributors may be recognized through programs approved within the appropriate civic or company authority.

Article XIV — Amendments

Future Charter amendments may evolve the civic framework but cannot silently override the corporate Whitepaper, company security boundaries, contractual obligations or fixed policies designated by the startup as operational matters.

Final Declaration

Aureus Republic builds technology first. The Digital Republic preserves a meaningful civic layer around that infrastructure: equal verified-citizen voting for community matters, transparent participation and responsible relationships without confusing community voice with company operating authority.
